Access Former Delaware Juvenile Records

Former Juvenile Center Release Status

The former Delaware County Juvenile Detention Center was at 370 N. Middletown Road in Lima. Research records that the county youth facility was vacated in March 2021. It is not a current detention facility, does not hold people now, and should never be presented as a live release-search source.

A historic departure from a juvenile facility can involve return to a parent or guardian, transfer, court-directed placement, or another disposition. Those possibilities describe record categories, not facts about a named youth. Only the authorized agency or court record can establish what occurred in one case.

Why Juvenile Release Records Differ

Juvenile matters are not simply smaller versions of adult criminal cases. Their records follow separate confidentiality and court-access rules. An adult source such as a public criminal docket, county-jail status tool, PA DOC locator, or federal locator may have no lawful coverage of the youth placement at all.

Public absence is expected in many restricted systems. It cannot show whether a youth was released, transferred, remained under court supervision, or had a matter closed. Publishing a guess would defeat the purpose of those access limits and could attach the wrong event to the wrong person.

Placement

A court or agency-directed setting for a youth. It does not necessarily mean an adult jail commitment.

Transfer

A move to another authorized custodian or program. It is not the same as community release.

Discharge

The documented end of a particular placement or agency status.

Restricted record

Information available only through a lawful, role-based, or court-approved process.

Request a Former Center Record

Begin by identifying the record, not by asking an open-records officer to investigate a person. Useful details include the youth’s legal name at the time, approximate placement and discharge dates, court number if lawfully known, the former facility name, and the requester’s relationship to the matter. Ask which custodian holds the record and what proof of authority is required.

1. Determine whether the request concerns a court file, a former facility administrative record, or another agency’s placement record.
2. Contact the likely custodian without sending sensitive facts through an informal public channel.
3. Describe the exact existing document sought, such as an authorized placement or discharge confirmation.
4. Supply identity, consent, guardianship, counsel status, or a court order only through the office’s approved process.
5. Read the written response and follow the stated review or court procedure if access is denied or limited.

The Delaware County Open Records page explains that ordinary county records and court records follow different routes. A general Right-to-Know request cannot override juvenile confidentiality, and the County need not create a new release narrative that does not exist.

Juvenile Court Release Records

If the sought proof is a juvenile court order, the judiciary is the likely custodian. Delaware County routes Common Pleas court material to its court offices rather than treating it as an ordinary executive-agency RTKL request. The Pennsylvania court public-records policies explain that judicial records use their own access rules.

Do not assume the public UJS participant search will display a juvenile matter. Its absence is not proof of release, dismissal, or nonexistence. An eligible party or attorney should ask the court office for the proper case-specific procedure and provide the information the office is legally permitted to request.

A court order can explain the legal basis for a transition, but it may not record the precise time the youth crossed the facility door. A separate placement or facility entry may be needed for that narrow fact, subject to access restrictions.

Former Center Records Contact Route

The former building is not a current public counter for records. Start with the proper Delaware County government or court custodian. The County Open Records Officer receives executive-agency requests at the Government Center, while court records are routed separately.

These contacts help route a request but do not promise public access to a juvenile record. A staff member may direct an eligible requester to another juvenile-court office, archived custodian, agency, or formal motion process.

Adult Searches Do Not Confirm Release

Delaware County directs current George W. Hill Correctional Facility lookup users to PA SAVIN/VINELink. PA DOC has separate inmate and supervised-individual modes. BOP and ICE operate other systems. None of those sources should be repurposed as a historic juvenile locator for the closed Lima center.

A later adult record must not be used to reconstruct or expose a juvenile history. Each record stays within the source’s stated scope.

Protecting Former Center Information

Names, birth dates, family information, school details, health information, victim information, and case identifiers can be especially sensitive in juvenile material. Share them only through an authorized office’s secure process. Do not post a juvenile record, screenshot, or agency response merely because it was once obtained by an eligible person.

If a court limits, seals, or expunges information, stale copies should not be used to bypass that action. Pennsylvania’s public-record rules do not make every agency field public. The Office of Open Records explanation of the RTKL notes that records can be exempt under another law, privilege, or court order.

The safest public statement is often narrow: the former center closed, no present person is held there, and historic juvenile records require the appropriate restricted process. Any more specific claim must come from an authorized source.

Current Delaware County Custody

A person who is now an adult and currently held in Delaware County belongs in the current adult custody path, without tying that status to a juvenile episode. George W. Hill Correctional Facility, PA DOC, BOP, ICE, and municipal holding each have different lookup boundaries.

For a historic former-center question, stop when the proper custodian says access is restricted. A negative public search, family recollection, or later adult docket cannot replace the official juvenile-court or agency record.

Reading an Authorized Discharge Record

If an authorized requester receives a historic record, each field should be read within the former juvenile system. A placement date is not always the first date of all agency involvement. A discharge date can end one setting while a court case or another form of supervision continues. A destination or transfer-agency entry, when lawfully disclosed, is the key distinction between community return and continued placement.

Record the document title, issuing office, case or placement identifier, exact status words, and the date the office produced it. Avoid expanding a narrow phrase into a broader conclusion. “Discharged from facility,” for example, should not be restated as “free of all court supervision” unless the court record says so.

Older paper or archived electronic records may use the former center’s name even though the building is closed. That historic label does not make the location active. Route questions to the current custodian named by Delaware County or the court, and preserve any written transfer instruction that office gives.

Former Center Name Matching

A request should use the facility name that appears in the old file, together with the Lima address and approximate dates. That detail helps distinguish the closed juvenile center from current adult detention, county programs, or another placement with a similar label. If the receiving office reports that custody of the archive moved, follow its written referral and keep the original request number. Do not treat administrative transfer of a file as evidence about the youth’s physical release.
