Municipal Holding Release Paths
Each municipality operates its own short-term police processing. There is no single Delaware County municipal holding roster. After arrest and processing, a person may be released under the applicable court or police process, taken before a judicial officer, or transferred to George W. Hill Correctional Facility. The arresting agency may hold booking, custody, property, and release records for its own episode.
A transfer into George W. Hill is not release. The municipal hold ends, but county confinement begins. That distinction explains why someone may no longer be at a police station while still appearing through the county-directed VINELink route. If the person left for court, the docket may show bail action or another order, but the police record remains the source for the end of the municipal episode.

Confirm a Municipal Holding Release
Begin with the police department that made the arrest. Use the incident, complaint, or citation number when available. Ask whether the agency maintains an existing custody or release record and which office accepts public-record requests. Do not send the same vague request to every municipality. Delaware County's general Open Records Officer is not the custodian for each local police department's records.

Police investigative records can be governed by exemptions distinct from routine custody entries. Ask for the specific public custody or release record and allow protected identifiers to be redacted. A records officer need not answer questions, conduct research, or create a custom report that the municipality does not maintain.

Read entries in time order. A bail order says what the court authorized. A payment entry supports that bail was posted. Neither proves that another warrant or detainer did not affect physical release. When the person was transferred to George W. Hill, all required paperwork must reach the institutional file before the next release can occur.
Municipal Holding Record Fields
The useful record inventory is brief and episode-specific. Request the arresting agency name, incident or booking number, admission time, release or transfer time, authority for the departure, receiving agency, and property disposition if a public record exists. The exact available fields vary by municipality because the county does not operate one shared release archive.
Identity should be checked with more than a name. Match the birth date, incident number, court docket, arrest date, and municipality. When a municipal agency transfers a person to George W. Hill Correctional Facility, the next check changes. Delaware County's prison page directs lookup users to Pennsylvania VINELink. Match the name, reporting agency, location, status wording, and update time. Then use GWHCF Central Records for current custody or documentary release questions.
The UJS docket connects the two episodes. It may show bail, a commitment, disposition, or a sentence. Yet the court line does not replace the jail's record of physical admission and discharge. Preserve each custodian's start and end time when the full movement must be reconstructed.
Note: A municipal transfer ends only the police hold; report the receiving county jail as continued custody.
Route Municipal Court Records
Delaware County separates court custodians from general county agencies. Common Pleas criminal records route to the Office of Judicial Support. Magisterial District Court records route to the individual MDJ office. This split matters after a municipal arrest because the first public case record often begins at the MDJ level and later moves to Common Pleas.

A general Delaware County Right-to-Know request should not be used as a shortcut around the judicial access rules. Identify whether the desired fact belongs to the police event, the court event, or the later county-jail event. Send each request only to the custodian that created or maintains that record.

A practical request asks for the existing custody or release record for one named municipal episode. Include the person's full name, date of birth if known, the arrest date and municipality, the incident or complaint number, and an approximate release or transfer time. A sufficiently specific municipal request is still the documentary path. Agencies can apply lawful retention rules and exemptions, so an old record may not exist or may be redacted. Ask for the written response and routing. Do not infer that a missing record proves either detention or release.
