SCI Chester Release Paths

SCI Chester is a Pennsylvania Department of Corrections institution for men. It is not part of George W. Hill Correctional Facility, even though both are in Delaware County. A person can leave SCI Chester by transfer to another state institution, placement in community corrections, parole to community supervision, or discharge when DOC jurisdiction ends. Only the latter paths involve release from prison custody, and parole does not mean the whole sentence has expired.

Location also says little about the county of conviction. SCI Chester houses people whose cases arose throughout Pennsylvania, while a Delaware County state sentence may be served at another institution. The statewide locator follows the person within the DOC system. Use the committing-county field as one identity check, not as proof that the person is physically housed in that county.

Confirm an SCI Chester Release

The official PA DOC locator service has separate inmate and department-supervised modes. Start in inmate mode when confinement may continue. Search by DOC number if known because names can collide. Otherwise combine the name with date of birth or approximate age, committing county, gender, current location, and other fields supplied by the application. Open a detail record only after several identifiers match.

1. Search the Inmate/Parolee Locator in Inmate Locator mode. Read the DOC number, location, committing county, and exact “Release Date” field.
2. Repeat the search in Department Supervised Individual Locator mode. A match with a district office and supervision status supports parole to the community.
3. Check the UJS sentencing docket for the minimum, maximum, later orders, and the Delaware County case when applicable.
4. Obtain the Board Action when parole caused release. Ask DOC for an existing release or discharge record when a public locator result is not enough.

A negative result in both modes does not certify completed discharge. It may reflect spelling, coverage, a data update, or the end of current DOC jurisdiction. Match the final DOC record with the court docket rather than inventing a historical locator status. SCI Chester Locator Fields

The two locator modes answer related but distinct questions. Inmate mode covers current DOC jurisdiction. Supervised mode covers people currently under DOC field supervision. A state prisoner who reaches parole may move from one mode to the other, but source timing can produce a short mismatch. Preserve the exact mode, result wording, and update time.

Daily updates still require care. A screenshot establishes only what the agency interface showed when captured. If a date, location, or status conflicts with a Board Action or court order, record all sources and retrieval times. SCI Chester Release Date Meaning

Pennsylvania usually uses minimum and maximum terms for imprisonment. Under 42 Pa.C.S. § 9756, the minimum is generally the point of parole eligibility, subject to law. It is not a promised exit date. The maximum is the court's outer sentence boundary before lawful credits, amendments, recommitment, and other events are resolved.

There is no general rule that every Pennsylvania prisoner must serve 85 percent. Parole is discretionary. The Board can grant or refuse release, and a grant may contain conditions that must be met before physical exit. SCI Chester can address institution-specific questions, but formal statewide release records use PA DOC's records route. Do not send a state prison request to Delaware County merely because the prison sits in Chester. County Open Records cannot produce DOC records.

Use the DOC Right-to-Know request instructions and ask for an existing release or discharge record tied to the correct DOC number. A request may be redacted or withheld where law protects medical, victim, security, personal identification, or other exempt information. Keep the request focused on public custody facts rather than internal assessments.

SCI Chester Reentry Release Work

The official SCI Chester page describes a Reentry Service Office for people within 18 months of their minimum or release dates. The office connects participants with workshops and community resources. That time frame signals preparation, not a promise that release will occur on the displayed date. Parole review, legal holds, and final records processing still control the event.

Reentry support also does not change custody status by itself. A person can attend planning work while still confined. After parole, the supervised-individual result and assigned district office help distinguish community supervision from transfer. Delaware County maintains separate reentry navigation, but county services do not replace PA DOC or Parole Board authority over a state sentence.

Note: Transfer from George W. Hill to SCI Chester is continued custody, even when the local jail episode has closed.

SCI Chester Parole Decisions

A parole decision should be traced through the Pennsylvania Parole Board, not inferred from the locator date. The Board's public decision record is called a Board Action. A grant can state conditions and an effective framework, while a refusal gives reasons and a review date. Neither result should be rewritten in broader terms. A grant still requires prerelease steps, legal checks, and DOC processing before a person leaves SCI Chester.

No official public name-search portal for individual Board Actions was verified. Obtain the document from the person or an authorized channel, or request it through the Board's Right-to-Know process. Monthly aggregate parole statistics cannot prove one person's result. The internal monthly interview docket is also not a public upcoming-release calendar. The Board handbook says interviews are generally attempted before the minimum date, but transfer or late arrival may affect timing. The correct sequence is the court minimum, the actual Board Action, the DOC custody change, and then the supervised-person result when parole begins.
